Indiana Council Winter Quarterly Meeting February 5-7, 2020 Registration is now Open

The Indiana Council is pleased to offer several topical sessions for the upcoming 2020 Winter Quarterly Meeting designed to advance your knowledge of important federal and state behavioral policy initiatives. We begin our morning with the national leader for behavioral health policy, Chuck Ingoglia, President & CEO of the National Council for Behavioral Health (National Council). The Indiana Council is honored to host Chuck, in his first visit to Indiana since assuming the role as President of the National Council. Chuck will provide important updates on the status of Certified Community Behavioral Health Clinics (CCBHC), federal legislation, Medicaid policy, interacting with Managed Care Entities (MCEs), and his vision for the National Council moving forward. During the luncheon, please join us as we honor our "Outstanding Legislator of the Year". This is the annual award for the Indiana legislator who has dedicated themselves to advancing community mental health in Indiana and the consumers we serve. The afternoon sessions will be focused on important collaboration with the Indiana Department of Education (IDOE) and the Division of Mental Health and Addiction (DMHA) related to school-based behavioral health services, including a presentation on Social and Emotional Learning (SEL). SEL has become an important initiative in school-based settings to develop self-awareness, self-control, and interpersonal skills that are critical for school, work, and life success. As a result, it becomes important for community mental health leadership to fully understand SEL and the increasing importance of this approach to learning in a school-based setting. Behavioral health professionals are increasingly becoming engaged in SEL related services and referrals, so it becomes important CMHCs appreciate this important approach to improved consumer health outcomes.

Much activity has occurred with respect to CCBHCs, including opportunities for Indiana moving forward. Integrated care continues to be at the forefront of policy initiatives and it’s important CMHCs continue to drive for integrated care, under a system designed to specifically designed to treat individuals with mental health and addiction disorders, in combination with primary care needs. I am also excited for CMHC leadership to have a better understanding of SEL and the collaboration between schools and CMHCs in implementing SEL programming, in addition to clinical and wrap-around treatment. By working collaboratively with DMHA and IDOE, CMHCs are positioned to continue leading in the provision of behavioral health school-based services."

Hear from the President & CEO of the National Council, Chuck Ingoglia, who will provide an important update on federal legislative matters impacting the delivery of community-based behavioral health services, including Certified Community Behavioral Health Clinics (CCBHCs). As you may be aware, CCBHCs continue to be at the forefront of the integrated care movement, by developing important consistency between providers of behavioral health and primary care services, under a delineated continuum of care. In addition, CCBHCs could provide the opportunity for enhanced rates for the coordination of care for qualifying organizations. As one of the CCBHC grant recipients, Indiana remains poised to become an important CCBHC state moving forward. Attend this session and get the latest from Washington DC!

This session will initially focus on National Council efforts to address challenges and inconsistencies in working with Managed Care Entities (MCEs). The National Council has heard provider concerns from all over the USA with respect to administrative burdens of managed care programs and has been working diligently to address such issues. Through their efforts, the National Council has developed template legislative language for states to consider in addressing such inconsistencies in MCE program administration and timely payments of clean claims. The second portion of this session will focus on Chuck’s vision for the National Council moving forward. As the new leader of the National Council, Chuck will provide his unique leadership style and legislative knowledge to advance the National Council strategic direction and this session will provide an opportunity to understand his vision into the future.

It becomes critically important mental health and addiction professionals have a complete understanding of Social and Emotional Learning as this approach to care delivery has grown in breadth throughout the country as more school districts adopt a SEL approach. SEL is the process through which school children acquire and apply knowledge, attitudes and skills necessary to understand and manage emotions, achieve positive goals, develop empathy for others, establish and maintain positive relationships, and make responsible decisions. The University of Maryland is at the forefront of school mental health training throughout the country, including SEL. This session will provide the information you need to position your CMHC to work collaboratively with SEL program development within school corporations and educators to enhance school children in emotional and social development.

Hear from current Indiana leaders in SEL who are working diligently to integrate SEL programming into schools, in coordination with mental health and addiction treatment. SEL can provide important linkages between schools and community mental health through appropriate referral and coordination for children identified as needed comprehensive services through SEL programming. Get the latest on the SEL in Indiana and walk away with a better understanding of how SEL can be a compliment to community based mental health and addiction treatment, versus operating in a vacuum, without critical coordination. Attend this session to understand how SEL compliments the services CMHCs provide.
